The preliminary hearing was held  as scheduled with all parties represented. At the end of the hearing as is usual practice, the Judge took the three campaign violations by the Downey campaign under advisement and will issue her ruling within three (business) days as to whether the case should proceed to an evidentiary hearing.

IT IS HEREBY ORDERED:
1. That there is probable cause to believe that Respondent Keith Downey violated Minnesota Statute § 211B.06 with respect to two statements in his campaign material....
3. That this matter is referred to the Chief Administrative Law Judge for
assignment to a panel of three administrative law judges pursuant to Minnesota Statute § 211B.35.
